Fox Entertainment Chairman Gary Neuman has revealed that negotiations are underway for a possible X-Men-based TV series, though Neuman doesn’t feel that the series has a chance to air before the 2016-2017 TV season.  Though Fox has the movie rights to the X-Men characters, a TV series deal requires approval from the folks at Marvel/Disney--and given the intense rivalry between Hollywood studios, that agreement could be hard to come up with--but Fox does also have the rights to the Fantastic Four, so some sort of deal could potentially be worked out.

TV Insider interviewed Neuman, who said that he "was cautiously optimistic, we had a good meeting with them."  If the deal gets done, then Fox will proceed with gathering creative talent, so, as Neuman admits, the X-Men series is not yet on the fast track in terms of line up creators.

Fox has already produced seven X-Men feature films, and the movie studio portion of the company is likely going to try to avoid the over familiarity of the primary X-Men characters by exposing them on a weekly basis on the small screen.  So it is likely that a Fox X-Men TV series would explore some smaller portion of the X-Men universe, perhaps with a team like X-Factor with key X-Men characters appearing in cameos and guest shots.

Marvel Studios is in the process of beefing up its own TV slate that now includes two ABC series, Agents of S.H.I.E.L.D. and the newly-minted Agent Carter (see "ABC Orders 'Marvel's Agent Carter'"), and it may want the rights to use some X-Men and FF characters in its TV series and movies, so there is potential for a deal with Fox.
