Warner Bros. Consumer Products is treating Suicide Squad as a major film release for licensing purposes, despite the edgy title and content, with a large licensing roster across all major categories.  The scale of the licensing program may be one reason why the film came in at a PG-13 rating (announced this week, see "'Suicide Squad' Gets PG-13 Rating"), which broadens the potential audience as much as possible without losing the feel of the characters.  And there are some products targeted younger than the minimum age for the film (not an unusual circumstance in film licensing).
