This latest expansion expands Steam with a variety of new Action Tiles, and mini-expansions like The Gray Market Goods expansion, which add a mystery to your goods supply. In addition to two new maps (India for 3-5 players, and South Eastern US for 2-6 players), it also includes several mini-expansions that were only previously available as promos: Demanding Suppliers, City Growth Special Contractors, and the Five Way Town.

Its components include a double-sided board, a Universal Display board, 24 gold player pieces, 86 various tiles, and a rules book that includes clarifications for all previous expansion. Further, the packaging for Steam Map Expansion 5: Boxcar is designed to hold all preceding Steam expansions as well. As an expansion it requires the base game to be played (see “Mayfair to Release New 'Steam'”).
