Alcon Television Group has acquired rights to Terry Moore’s Rachel Rising and is developing it as a live action series, according to Hollywood Reporter.  Alcon’s TV group is new; its film division is developing a new Bladerunner film (see "Ridley Scott to Helm New 'Bladerunner' Movie").  Rachel Rising is the first project of the new division.

There are some strong comic connections in the production team, which includes Lloyd Levin (Hellboy, Watchmen) as executive producer, and Alcon executive Ben Roberts, a production consultant on The Walking Dead, as producer, among others.
