Comic auteur Frank Miller is nearing completion on a new graphic novel in which a new character, The Fixer, battles Al Qaeda, according to the LA Times.  The work, titled Holy Terror, was originally conceived as a Batman story in the wake of 9-11, but became centered around the new character when Miller decided he had taken Batman “as far as he can go.”

The Fixer is a special ops adventurer who takes off after Al Qaeda after an attack on his city, the fictional Empire City, which resembles New York.

The work is nearing completion, after which Miller will decide on a publisher, according to the report.  He sees it as a horizontal hardcover similar to the Dark Horse 300 collection.
