Fox president Kevin Reilly announced that the recently ordered series, Gotham, will not only include young Bruce Wayne’s journey to becoming Batman, but will also feature classic Batman villains as well, according to TV Line.
Reilly’s comments at the Winter Television Critics Association (TCA) Press Tour revealed that the show, which has been touted as an origin story for police commissioner Gordon sans Batman (see "High-Powered Cannon on 'Gotham'"), will include not only young Wayne’s story, but will also have some familiar adversaries crossing the hero’s path. "This is all of the classic Batman characters with a young Bruce Wayne, the Penguin, the Riddler [and] how they came to be. ...What events led up to [someone] becoming Catwoman ... all with Gotham teetering on the edge." Reilly said.
"This is not one of the things where you bought a franchise and then none of characters people know," Reilly added in a quote from THR. "We will follow Bruce Wayne right up until the point where he gets interesting." Yes, he really said that.
