From Precedence

Tyranny Games has announced that it has acquired the rights to the game design for the Terminator CCG originally published by Precedence Games. Precedence went out of business and wound up its affairs earlier this year (see 'Precedence Announces Wind-up Plans'). This rights acquisition includes only the game mechanics, not the rights to produce a game based on the movies. Tyranny also had a licensing relationship with Precedence, which was producing Sack Armies under license from Tyranny. That license had gone back to Tyranny last April.
