There's not too much in the way of affordable heavy strategy Eurogames out there for gifts at a price point of $29.99. However, Devir does make 'Cities,' a wonderful city-building game, by Steve Finn and Phil Walker-Harding, that hits that mark. It is a solid game to gift to a gamer that enjoys urban planning and building games.
